8 hr. Standoff as Woman Floods Apartment

On Saturday afternoon September 28th, just after noon the Grants Pass Department of Public Safety Dispatch Center, received multiple 911 calls of a neighbor purposely flooding her two-story apartment in Grants Pass.

Two apartments, one on each side of the flooding apartment had water coming through the walls and floor. The suspect who was flooding her apartment was known as 39 year old Jennifer Richardson.

It was well known an aggressive pitbull was in the apartment with Richardson who has also made threats to have the pitbull attack others. With the water causing extensive damage and the fear of electricity, GPDPS Fire/Rescue responded and was able to shut off water and power supplies.

Officers could see into the apartment through windows and observed a large hole in the first floor ceiling. Water was pouring out from the hole and there was fear of structural integrity of the building.

Neighbors were asked to vacate their neighboring apartments while this incident was evolving. Richardson would not exit her apartment and made threats to harm officers with what she said were knives.

After a search warrant was obtained to enter the apartment, Richardson still refused to surrender, even after the front door was opened. The officers making entry and the perimeter officers were equipped with numerous less lethal platforms and they were utilized to finally subdue Richardson and place her in custody.

She had thrown knives and other objects at officers and continued to make threats during this chaotic 8 hour standoff. Numerous household items, to include furniture had been used to barricade the apartment doors. Richardson was taken to Three Rivers Medical Center for treatment of minor injuries and later lodged at the Josephine County Jail.

The pitbull was secured and taken to the Animal Control facility. Richardson’s charges included Criminal Mischief in the 1st and 2nd Degree, Unlawful Use of a Weapon, Assault on a Peace Officer, Disorderly Conduct and Resisting Arrest. There is extensive damage to her apartment and the adjoining apartments.
